Dear colleagues,

with great interest and attention we are observing your scientific works and researches. We are glad to see your advancement in prognosis of world's financial and economical crises.

Our interest towards works made by you and your colleagues is not mere curiosity. To a limited number of people, it is well known that since 1927 institutes of USSR Academy of Sciences were working on a successful system aimed to predict world's crises. Amongst our group we have members whom worked in the USSR Academy of Sciences, and whom were actual people working on such system, that is why we have succeeded in prognosis of every world's crisis to date. Unfortunately we were able to publish our works only since 1995 due to obvious reasons.

We think that with your cooperation, would you agree on it, we can achieve following:

  1. Increased prediction accuracy of worlds crises development stages, narrowing it down to a month, quarter or semester. Our group has achieved precision down to within one semester.
  2. Increasing the range in which we can predict the upcoming crisis up to 10 years. At this moment we have managed to widen this range to 3-5 years.
  3. Detailed prognosis, control and management of unemployment rates in absolutely every sector of the economy (within the NAICS standards that is more than 1000 sectors). Currently we are able to predict and control unemployment levels in a limited number of sectors.

Please understand that our main goal is to achieve higher efficiency in methods of economy management during world crises, and in the future to suppress these crises before they manage to develop instead of struggling with their full consequences.

We believe our collective work will benefit the world-wide community in general, and first of all, our native countries by reducing huge losses from future world crises which we expect to happen in years 2013-2014, 2019, 2023, 2026-2029 (these are which we have already prognosed)

Уважаемые коллеги,

С большим интересом и вниманием наблюдаем за вашими научными работами, исследованиями. Нас радуют ваши успехи в прогнозировании мировых финансовых и экономических кризисов.

Наш интерес к вашим работам, работам ваших коллег не случаен. В узких кругах экономистов хорошо известно, что в СССР институтами АН СССР с 1927 года проводились успешные работы по прогнозированию мировых кризисов. В нашем коллективе есть ряд сотрудников АН СССР, которые участвовали в работах по прогнозированию мировых кризисов, поэтому не удивительно, что мы достигли успехов в их прогнозировании. К сожалению, мы начали открыто публиковать свои работы только после 1995 года, до этого времени по ряду причин мы были лишены этой возможности.

По нашему мнению, если мы объединим совместные усилия, то мы верим, что при прогнозе кризисных явлений в мировой экономике можно будет достигнуть:

  1. Точности прогнозов в развитии кризисов в пределах не 1 года, а довести их до месяца, квартала, полугодия. Наш коллектив достиг точности прогноза в пределах полугодия.
  2. Достигнуть увеличения лага прогноза кризисов до 10 лет. Лага прогноза в 3-5 лет наш коллектив уже достиг.
  3. Обеспечить прогноз, контроль и управление уровнем безработицы во всех отраслях экономики (в рамках стандарта NAICS более 1000 отраслей) без исключения. В настоящее время мы в состоянии прогнозировать и контролировать показатель безработицы по отраслям на порядок меньше.

Понятно, что главная цель нашей совместной работы - это достижение более эффективного управления экономикой в период кризисов и, в будущем, обеспечить главное, подавлять кризисные процессы в зародыше, а не бороться с ними.

Верим, что наши совместные работы помогут мировому сообществу и нашим странам снизить колоссальные потери от мировых кризисов и от очередных 2013-2014, 2019, 2023, 2026-2029 и далее.

Всего с мая 2012 г по октябрь 2012 г. в элитные Вузы США было отправлено 3 рассылки настоящего официального обращения фонда Ноосфера. Их молчание Фондом был легко прогнозируем - достаточно вспомнить высказывания ряда авторитетных американцев о состоянии дел в экономическом образовании на Западе и, в частности, в США:

А.Гринспен (ноябрь 2008г. слушания в Сенате США) "... если бы я опирался на мнения экономистов наших, европейских элитных ВУЗов и Нобелевских лауреатов по экономике, то США, Европа, Мир жили бы в бесконечном мировом экономическом кризисе"

М.Тэтчер (США, Хьюстон, 11.1991 г. ) "...Главная угроза Запада это плановая экономика СССР, которая способна вытеснить нашу экономическую систему со множества рынков...". Маргарет Тэтчер о развале СССР

Нобелевский лауреат по экономике В.Леонтьев (О западной экономической науке, образованию, 1979): "...Работы, теории, модели моих коллег, в т.ч. Нобелевских лауреатов по экономике, изящны, но совершенно бесполезны и опасны для реальной экономике..."

Анализируя кризис 1920 г., конгрессмен Charles Lindbergh в своей речи в 1921 г.в Конгрессе США сказал : "...Акт Федерального Резерва дает возможность СОЗДАВАТЬ КРИЗИСЫ НА НАУЧНОЙ ОСНОВЕ. Нынешний кризис первый, спланированный и просчитанный как математическое уравнение :)".

Woodrow Wilson, Президент США, осознав весь цинизм Закона "Акт Федерального Резерва" (The Federal Reserve Act, или The Act of December 23, 1913), писал: "Наша промышленная держава контролируется кредитной системой, и наша кредитная система сосредоточена в частных руках. Рост нашей страны и вся наша деятельность находится под контролем нескольких человек, которые если бы и были честны и действовали в интересах народа, все равно озабочены тем бизнесом, где вращаются их деньги, и которые непременно по природе своей деятельности уничтожают подлинную экономическую свободу. Мы оказались самым безвольным, самым подвластным и подконтрольным правительством в цивилизованном мире. Мы больше не правительство народной воли, не правительство, избранное большинством, но правительство под властью небольшой кучки людей".

Томас Эдисон: "Было бы абсурдным утверждать, что наша страна может выпустить на $30 млн. облигаций и не в состоянии выпустить $30 млн. банкнот. Оба финансовых инструмента являются платежными обязательствами, однако один выгоден ростовщикам, а второй помогает людям".
